The phrase was originally meant to express contempt. By 1842, however, the phrase had acquired its contemporary meaning, indicating that a statement was not meant to be taken seriously.[1][2][3] Early users of the phrase include Sir Walter Scott in his 1828 The Fair Maid of Perth.

My partner and I have noticed a strange character over the last year or so. We've seen him 10+ times in different locations, including downtown coffee shops and on Queen West. I assume he's just a mentally ill person stuck in the city, but I recently saw him in Montreal, which leads me to assume that he's capable of travelling.
He's a black male between 25-45, usually wearing a big jacket and carrying a backpack. He has (presumably old) caked on white face paint covering his face and usually walks in a quite determined manner. He seems to be very quiet.
Judging from seven year old posts on here, he's been around for quite some time and I was wondering if any of you would know more about him.
