Anyone can say nigga really if they're prepared to face the potential consequences for saying it to people they dont know or in unfamiliar srroundings , it's just because whites have a negative history with the word so that's the only time anyone really cares asains , arabs and latinos can say it with no real reprucussions cause they've experienced bigotry and discrimination.
