Tbf the government (FBI iirc) did have a large af file on him and they were watching him for awhile (might of even been way before death row,been many years since i seen the stuff) up till his death. So they did have a avid interest in Pac. They were watching him the very night he died too...dont forget the family he was born into and his aunt Assata among other things.
