DJ picked him cause it was the easier fight , he wanted to break the record obviously,
for the defense record go up against TJ? he was having none of that . instead he was the co main event to an interim title fight

tbh though when you look at it from a business standpoint yes DJ will have a better pay for the fight (ppv sales , etc) cause now tj is champ and just f'd up cody , yeah its a "bigger fight" now i guess but johnson breaking the record against dillashaw woulda been a lot bigger/more impressive than him showcasing a cool finish against a top 6-10 flyweight.

I think, honestly, it would have been bigger if TJ defended his belt to break the record against TJ. Any true fighter would want the toughest fighter to break the record to really solidify that spot.
