He got the max one year the first time because it had it as a listed ingredient and they didnt believe his story that some dude gave it to him at a party opposed to him buying it at a gas station or some shit.

Im not 100% sure on this tbh but since its a second offense even if it is something tainted it would stand to reason that he gets more than his first offense even if its a better excuse. But usada governs itself and i dont think there is a precedent here so who really knows
